(Reuters) - A large blaze at a garbage dump outside Panama City blew a toxic smoke in the country's capital on Friday, forcing evacuations as firefighters battled to put out the flames that authorities said were likely caused by arson the night before. "Everything points to the fire being started deliberately," firefighter chief Ernesto de Leon told a press conference. Health Minister Luis Francisco Sucre told reporters evacuations were being effected to protect residents from the flames and toxic gases. Videos on social media showed a helicopter flying above the thick gray smoke spraying down water as birds scatter overhead. Since 6 a.m. some 7,360 gallons (around 28,000 liters) of water have been sprayed over the area, authorities told reporters, saying some 60% of the blaze was controlled and this could reach 90% by Saturday.

The five-question referendum includes a question rejecting International Court of Justice (ICJ) jurisdiction to decide to which country the territory around the Esequibo river belongs. On Friday, the court responded to a request from Guyana to halt the referendum, ordering Venezuela to refrain from taking any action that would alter the status quo, without expressly forbidding the vote. The Sunday vote has caused anxiety in Guyana, with the government urging citizens to keep calm.

European sugar prices have hit record highs, well above soaring global markets, due to a sugar deficit in the bloc, linked notably to falling output in France where farmers have been deterred by poor harvests in recent years. High sugar prices at a time when grain prices have fallen could make farmers favour beets in their rotations, sugar beet growers said. The French sugar beet crop area fell to a 14-year low this year. "We must be careful not to fall into the opposite extreme," Franck Sander, chairman of French sugar beet union CGB, told Reuters, warning that a rise in area could make EU prices slump. Saint Louis Sucre closed two factories in 2019 as part of a wider restructuring plan at Suedzucker, Europe’s largest sugar refiner.

The president insisted he will remain in office until 2026, citing the mandate of his election victory. "No one but the people can end this government," Petro said during a speech in Sincelejo, in Colombia's Sucre province. According to the charges, Nicolas Petro, a lawmaker in Atlantico province, received money from accused drug traffickers in exchange for including them in the president's peace plans.

Here’s a selection of unusual railways that break the rules in order to reach the places other trains can’t roll. The single rails carrying the trains are supported by a series of 486 steel portals weighing almost 20,000 tonnes in total. It is the oldest continuously operating pier railway in the world. PARIS, Jan 6 (Reuters) - Senalia, operator of France's largest grain export terminal, aims to load 4.6 million tonnes of cereals in the 2022/23 season to June 30, up nearly 14% from 2021/22, supported by Chinese demand and war disruption to Black Sea trade, it said on Friday. France is the European Union's biggest grain supplier and its brisk wheat shipments have contributed to higher overall EU wheat exports so far this season. Flows from Russia and Ukraine have since recovered, though, helped by the creation of a wartime grain corridor from Ukrainian ports. Senalia loaded 4.05 million tonnes of cereals in the previous 2021/22 season, it said. Tonnage was more than halved in 2021/22 after Saint Louis Sucre, a unit of Germany's Suedzucker (SZUG.DE), ended a partnership.

Arthur J. Gallagher & Co. said it received a subpoena from the Justice Department’s foreign bribery unit, making it the latest company to become ensnared in a sprawling investigation into corruption at state-owned companies in Ecuador. The information request, which the company said it received in its third quarter, was from the Justice Department’s Foreign Corrupt Practices Act unit, Arthur J. Gallagher said. Prosecutors from that unit have asked Arthur J. Gallagher for information related to its insurance business with public entities in Ecuador, the company said in its Nov. 2 report. The law is enforced by the Justice Department and the U.S. Securities and Exchange Commission. A spokesperson for Arthur J. Gallagher didn’t immediately respond to a request for comment.
